What does government actually do? If pro is the Opposite of con then is Congress the opposite of progress?  actual goal of government is to turn Society into Utopia. and at the very least be people enter into the social contract of government voluntarily because it's more effective technology than Anarchy for meeting their needs (hegel & others). but that technology needs to get upgraded
